"Scatter" sometimes called "flock" is a name given to any material that is scattered on to an area to cover the ground. It can be used on its or in conjunction with static-grass and other materials to build up a realistic ground area.
Scatter on its own can form a very hard wearing and good looking ground coverage without the need for adding static-grass or other materials that may shed during game play and storage.

AW SAYS: The Javis premier range is a big improvement on the basic range of Javis scatters. THe colour quality is a lot more consistent and the entire range is matched for colour across all types so that your fine turf light green matches the tree foliage light green. Essentially then the difference between the four types of material is really how big the particulates are in them: fine turf is very fine small particles and you go up in size to the tree foliage which is a solid lump of material off which you can break bits as required.
Whilst the turfs are designed as a ground cover to represent grass they make for excellent tree and bush foliage, especially going over cheaper foam bushes (or lichen or rubberised horsehair) and trees produced by other manufacturers - resulting in a far more realistic looking tree or bush - especially so at smaller scales.
These materials are not colourfast though so be wary if soaking them with diluted PVA etc as they may leech colour in to the liquid. Using a glue such as "Scatter Grip" or "Tacky Glue" is therefore preferable.
Overall the premier range give you a lot of modeling options at very reasonable prices and it is well worth experimenting with them. I myself use the fine turf now as foliage for bushes and trees at 15mm scale, and use the tree and hedge foliage materials for bushes and hedges at the same scale. WHilst our other Faller Clump Foliage gives you more material the Javis range allows you to get three different colours for about the same cost as one colour - which offers you good variety for less money.
"Fine Turf"
This is avery fine rounded-particle scatter material that can be used underneath, or mixed in with, static grass to make a realistic ground cover. It is also excellent as tree and bush foliage for smaller scales such as 20mm and 15mm.

"Coarse Grass"
This is a bulkier version of the fine grass - the bulk is ideal for making rougher ground such as woodland floors, small patches of rough grass areas and it can also be used for bushes at very small scales such a 1:285 and similar.

Earth Tones Scatter Mix:
An ideal product to simulate earth, mix it in with static grass or put it down as a first layer and then cover with static grass. Also works for turning corrugated cardboard into ploughed fields!
Rough Scatter
A hard wearing scatter mix intended for heavy use wargames pieces.
This is a rough scatter
mix that can be used to simulate grass cover or used as a ground cover over which you can apply static grass. The rough scatter is extremely hard wearing and is therefore suitable as an alternative to static grass or foam-based scatters on pieces that are likely to suffer heavy wear - or in specific areas on a model where heavy wear may occur.
It is also suitable as a low-cost general ground cover
and can be used for foliage on rubberised horsehair or lichen.
This scatter goes a long way and due to its low price is an excellent choice for bulk area coverage - mixing two different types together to produce seamless patches and/or covering with patches of static grass can result in excellent looking gaming tables with a small budget.
This scatter is NOT colourfast meaning that care should be taken to avoid colour-run if the scatter gets wet - sealing with a varnish is recommended.
